“中国自1990年代开始的历史性成长不会再出现了,这在历史上从没有先例,全世界也不会再有任何一个地方可以重复这样的成长轨道,印度的机会我想是零。”

本星期于中国大连举行的夏季达沃斯论坛上,西方著名学者、哥伦比亚大学教授亚当·图兹(Adam Tooze)在小组会议上的发言,真诚而颇具震撼力。

就学术专业而言,图兹不是“中国通”,他主要研究欧洲与世界经济史,对中国问题算半个外行。然而,近年来他感觉到了解中国以及中西方关系的迫切性,撰写不少相关文章。结果,这位“非中国通”的西方精英,反而以少见的大实话对中国的一些做法给予了肯定,也间接讽刺西方政客的失能、怒其不争。

图兹在发言中,顺带地感叹中国总理李强在夏季达沃斯开幕式上的讲话,是一名“非常能干的工业企业总裁”的发言。“他(李强)真的希望展示他完全明白人们给他做的汇报、他用历史的理论来解释中国的所作所为”,“你完全不能想象任何一个西方政治人物会这样讲话”。

图兹说:“在全球化的主要课题上,我们活在愚蠢的季节(注:指西方媒体都在关心一些无关紧要的小课题)。”

对于中国的新能源车,他更多提到的是这对全球减排的意义。他在答问中说:“在绿色能源转型领域里,你(中国)是第一个达到了类似于逃逸速度(比喻冲出原有轨迹的速度)的国家……你们的这个领域可以拯救世界。”当西方忙于应付特朗普、疫情,还有忙于天知道什么的过去三四年里,所有人期盼的能源革命已在中国降临,图兹说:“谢谢你们做的这些。”

在三天的论坛中,中美关系、中国新能源车产业不时成为话题的焦点。在新能源车出口的作用下,中国在2023年出人意料地超越日本,成了世界第一汽车出口国。如今,中国新能源车销量占全球市场六成,比亚迪超越特斯拉成了纯电动车全球销量冠军。科技先进、功能齐全、舒适且性价比都高的各品牌中国新能源车在欧洲展销,让消费者与媒体目眩神摇。

这个让人闻风丧胆的中国产业,引来美国与欧洲双双筑起保护主义的高墙。美国5月宣布对中国新能源车开征100%关税,意图将之阻绝于美国市场。不过,此举显然只是总统拜登在争取连任之际摆摆政治姿态,因为中国车企在美国几乎没有业务。

欧盟则在6月12日宣布7月4日起对中国进口电动车开征最高达38.1%临时关税。到这几天,中国还在竭尽全力避免与美国和欧洲双线开打贸易战。这一是因为欧盟是中国电动车最大的海外市场,失去欧洲市场将是产业的“巨痛”,也因为欧洲的立场仍有回旋余地。相较于美国把对华贸易问题视为国家安全问题,欧盟还是以贸易问题处理,而且欧洲各国态度不一,就成为谈判的空间。


在大连,包括图兹在内的多名欧洲学者兼全球化支持者,都谈到中国与欧盟达成“大交易”(grand bargain)的可能性。他们提出了欧洲自身的需要:和拥有页岩气的美国不同,欧洲对能源问题十分焦虑,能源困局在俄乌战争爆发后尤其突显。欧洲对绿色能源转型也更为真诚,要达到减排目标,到2030年欧洲路上需要增加数以千万计的新能源车,那世界上有谁能大量生产经济实惠的电动车?答案就是中国。

在欧洲各国中,德国也惧怕与中国爆发贸易战,德国副总理兼经济部长哈贝克上周访华,据传李强拒绝见他,但中国商务部部长王文涛还是对哈贝克提出了下调对欧盟汽车进口关税的建议,希望争取到德国在欧盟内部游说。本周访华的波兰总统杜达则与中国达成行动计划,提到“双方支持在电动汽车、绿色发展、物流等领域开展双向投资合作”。而在波兰之前,西班牙与匈牙利也吸引到中国的奇瑞、比亚迪在当地设厂。

这些现象说明,中国对一些欧洲贸易伙伴让利,同时中国的新能源车企到欧美投资设厂,给当地引入中国的先进技术、带动当地人就业——像过去西方发达国家跨国企业所做的一样,是缓解中西方在新能源车领域矛盾的方法,也是必然的出路。

哈佛大学荣休教授约翰·奎尔奇(John Quelch)在大连就乐观地预言,中美企业合资在美国生产新能源车、中欧企业在欧洲生产新能源车的景象一定发生。因为他相信,美国的选民不会接受自己被剥夺了购买价廉物美好产品的权利,因此华盛顿政客与车企工会对中国新能源车的阻挡,只能撑三年。他也建议中国车企效仿当年的韩国三星,先打开世界其他市场,待产品经过千锤百炼后,才在美国闪亮登场。

学者们提出种种经济理据是否能胜过各国的政治考虑、决定未来?只能拭目以待。比较难得的是,在一系列关于中国是否进行不公平竞争、是否有产能过剩等说不清的课题后,总算有人谈谈新能源产业对环境的意义。而中国要成为负责任大国,也应该用自身科技能力带动其他国家人民的就业,那中国车企将以此为自己打开出路,支撑全球贸易自由化、也救救地球。

生活在这个万事万物日新月异的年代,经历过许多科技的改变与革命,见证了桌上型电脑到膝上型笔电,重甸甸的“大哥大”到随时随地“掌握”的智能手机等的诞生、普及化以及型号的层出不穷;像我这样的建国一代,适逢其时,可算是大开眼界,增广见闻。

科技成品的火速演变,日渐成为多数人不可或缺,甚至赖以显现“存在感”的“必需品”。例如透过社交媒体、视频会议、预录语音,以及各类群组应用程序跟政府机构、公私企业、亲朋戚友打交道与沟通等,许许多多日常生活的行动与活动无形中逐渐电子化,而手写笔记簿更是毫不例外地被电子笔记取代。

试问,还有多少人在用纸本笔记,一笔一划,记下生活的点点滴滴,抒发心里的喜怒哀乐?

或许我“食古不化”,追赶科技的脚步力不从心,始终认为不管时代如何变迁,纸张与笔墨的那种“温度”,是电子成品永远无法取代的。

以文字记录生活点滴,抒发采访线上的感悟,揭露人性丑恶的罪案,以及弘扬患难美善真情的事迹,已成为退休后的“日常工作”。事过境迁,打开笔记簿,重读那些文字,重点与内容跃然纸上,了然于心。即便深度厚度不足,也会惊觉要是没有这些文字记录,我的生活可说是苍白空虚的。

以手写心,笔与心对话,不但可以勾起记忆,帮助思考,也可让那满腔的热血,留下该有的温度。更何况,我们那一个年代,既没有手机,也没有平板电脑,想要涂涂写写,想要倾吐心底话,早已习惯用纸和笔。

电子笔记固然是潮流的产物,目的与用途却跟笔记簿一样;只不过,笔记是手脑并用,手脑互动,手脑并记,心脑互动。手、脑、心,碰撞引起的火花,那温度是永恒不变,永不熄灭的,更非电子笔记所能比。

我并非开倒车,也非抗拒科技成品,但以一个零收入的退休老翁来说,笔记簿价廉物美,不必保修;而电子笔记还得依赖付费网络,“失灵”时缴付的“外行人”修理费,更是不轻的负担!

体恤是一种修养,内化无法一蹴而就;让座是一种修为,等待的是恻隐之心花开烂漫时。

地铁列车上的“优先座”,本意为体恤老弱,但落实后各方解读不同,它渐渐成了一头怪兽,冷不防会引爆潜伏人们心湖的不悦。我乘搭地铁,人多时见年轻人宁可站立,让优先座空着,不免好奇而臆想,觉得它裹着复杂的社会心理。


近日读台湾电子报,得知地铁列车上的“博爱座”一周内发生两起冲突,让位问题瞬间成了媒体的热点谈资。年轻人该否让座的纠纷,所引爆的负面情绪已经积累多时,活生生应了“冰冻三尺非一日之寒”的老话。这两起纠葛,其一是某上班族搭地铁归家,坐在博爱座时,有大爷抖动食指数落她的不是,语气咄咄逼人。面对语言袭击,姑娘没起身让位,引来另一老者介入参骂,口水炮弹轮番炸,女子不堪受辱,抓狂,以头撞柱,流血受伤。

几天后,一名男性青年因身体不适而坐上博爱座,有古稀老翁不满他占座而发飙。两造爆发口角,最终老汉动手打人,犯了众怒,数青年男女趋前,齐声怒斥动武者。各路媒体为此多方采访路人,搭配棚内名嘴分毫析厘,一时间拔高了事件的声势。

宝岛老人对不让座的年轻人发飙,日本资深媒体人感慨:东瀛地铁上的优先座,也不时爆发冲突,只是媒体较少报道。让座本善行,若沦为义务,而非本心对人的关怀,他觉得美意尽失。

从台湾、日本的情况,我查阅了本地资料,发现岛国也有关于优先座的纠葛。去年媒体报道,某青年坐上优先座而遭站着的老人批评,年轻人怒了,力陈己见:当时列车上还有不少空位,为何要他让位?

凡此种种,足见各地原本体现城市温度的优先座,存在因解读不同而生的怨气。分歧一,某些长者的潜意识里,优先座是为老人、孕妇、小孩和伤残者而设,“非我族类”不该染指,一旦它被不该坐的人占有,便不平而鸣,愤慨蔓生。分歧二,优先座乃为“有需要者”而设,年轻人身体不适,或疲惫不堪,也能使用它。分歧三,法律并未强制让座,所有乘客皆为纳税人,不计年龄都享有同等待遇,因此不让位无关对错。

话说开了,需要或不需要的标准,确实存在无法厘清的灰色地带,只能靠诸君的涵养与同理心彰显它。身体不适、身心疲惫,肉眼不易判断。台湾有医生忆述:他上大学时手臂脱臼,匆忙托着手乘搭地铁前往就医。一坐上博爱座,就被老妇人要求让位,只好无奈起身。优先座,为有需要者而设,动机纯善,却无法通过语言清楚界定。一旦理解失焦,它反成了列车上撕裂和谐氛围的怪兽。

“优先座”,该如何表述?本地列车选择以图像告知消费者,“孕妇、老人、孺子、伤残者”优先,“劳累、身体不适”应该不在表述范围之内。某日,我偶然看到外地短视频,镜头里二十来岁的年轻人乘搭地铁时被要求让位,他瞬间失控,抱头嚎哭,吓坏列车上一众老小。他哭诉为何众人欺负他?累了一天,干吗偏偏挑他让座?撇开视频是实况还是搬演,它多少折射了时人对乘车让座的抵触心情。

哪类人该纳入优先座?法国有八等级划分,看官且慢慢消化:战争或部队伤残者、盲人、因公致残者、无法站立的伤者、孕妇、携带四岁以下儿童者、持有难以久站证件者、老人。劳累不堪者不在列。

列车上,也有年轻人让位而老者不领情,或误判怀孕的尴尬镜头。台湾读者告诉媒体,他有过让座却被骂“死小孩,你以为我很老吗”的糗事。近日外地电子报有个画面:一头白发的妇女面对镜头,直言“老人不要倚老卖老”,“很多老人是很健康的”。哟,这算不算信心爆棚?

显然,各社会列车上的优先座都积累不少负能量,它时而潜伏,时而爆发,那股戾气只会越滚越大。倘若老者一味以老挂帅,以自己对“优先”的理解,强势要求让座,而年轻人对老者外强中干的生理状况远远理解不足,甚或死咬条文不放,双方各有坚持,自然无法交集,矛盾只能愈发尖锐。体恤是一种修养,内化无法一蹴而就;让座是一种修为,等待的是恻隐之心花开烂漫时。
