(早报讯)岁末不少机构、公司陆续派发年终花红,国人纷考虑开新户头或是放定存享高利率抗通胀,银行大排长龙有者甚至得等上四小时。

许多人在这段期间陆续领到花红并开始为来年的财务作规划,有不少人就选择趁着目前各大银行开出高促销利率,开新的定存或是配套型户头。

记者日前到淡滨尼和大巴窑一带观察银行排队的情况,一大早还没开门就有至少十多二十人在银行外排队等着领号码。到了中午各家银行内也坐满了顾客。

陈姓女公众(45岁,主妇)说,这两天因为有事须到华侨银行处理,结果发现前面有超过60人等候,等了将近四小时才轮到她。记者下午走访华侨银行另一间分行时,也被工作人员告知前面有超过30名顾客,预计要等至少两小时。

大巴窑的大华银行则是在门口贴上告示,除了关门前的两小时就停止发放号码牌,也限定每位客户只能办理最多五宗与定存促销相关的存款或交易。

其他银行过去一个多月也纷纷上调定存促销利率吸客,多家开出4.0%或更高,当中以联昌国际银行4.15%的最具吸引力。

我今年95岁,本月6日不幸发生意外碰伤头部,在半昏迷的状态下送入陈笃生医院急救,清醒后医生建议留院检查。这是我有生以来第一次住院,就住在7B病房。

在病床上的首二天不准踏地半步,换衣服、吃药、打针、量血压,都在床边由护士和医生帮忙。

两日后我可以下床走动了,物理治疗师带我做体能测试,每一项动作都记录血压。

本月10日早上,医生来告诉我可以出院了,还祝我生日快乐。

感谢医疗团队的医生及护士。你们的耐心与爱心令人感动和敬佩。

读了本月22日的交流站投函《一种米养百种“司机”》,不禁感慨万千。首先,乘客把东西遗留在德士上,是谁的过错?再来,德士司机亲自归还失物给失主,是义务还是必须履行的责任?

将心比心,德士司机每天在公路上为了三餐东奔西跑,期望的是快乐出车,平安回家。如果乘客不小心把物品遗留在车上,出于职业道德把失物亲自归还失主,不管是多久还是其他种种原因,都应该是心存感激,而不是以嘲讽的语气表达失而复得的不满,打击德士司机的士气。至于收取车资,更不是应该的吗?难道失主期望免费服务?

报章和交流站不时刊登失而复得心存感激的失主的报道和投函。希望德士司机不要因为一个负面的投函而气馁。做自己该做的事,不管他人如何说。

被指没检查乘客是否遗留物品,德士司机接获陆路交通管理局的书面警告。原来根据条例,点对点载客的司机在车程结束后,应检查乘客是否落下物品。不过,陆交局在检讨事件后,决定撤回警告,并将检讨条例。

如果乘客一个接一个,我想许多德士司机都无暇检查吧?最近一次搭德士,就见到德士后座有一袋东西。我马上告诉司机,他却慌了起来。我说不用着急,乘客会联络你的。

我就曾不只一次不小心把物品遗留在德士上,回家后才发觉,只好致电德士公司。服务人员说会联络司机,但后来又说司机没接电话。由于是通过应用预订德士,便又留下口讯,一天后才联络上司机。我告诉司机不用急,有经过我家附近才把物品送还。他说不可以,乘客的物品不能保留太久。我以为当天就会送回,但等到第二天仍无消息,便又致电询问。他说他很忙,要后天才可送还。他说来说去,一会儿说不如送去公司,我去公司拿,一会儿又说不如我去他家,可是又说我去他家也没用,因为他不在家。说得我晕头转向,只好乖乖等候。物品最终四天后才送还,不是说不能留乘客的东西太久吗?还不知从哪里出发,要我付18元车资。

相比之下,几年前遇到的那名德士司机就好多了。同样是不小心遗留物品,但没记下车牌号码。致电德士司机,又到公寓门口的保安室留下电话号码。没多久,保安室就来电,说德士司机已把物品送回。同样是乘客告诉他后座有一袋物品。他还记得我在哪里下车,乘客下车后,就马上把物品送回来,还不收分文呢!

真是一种米养百种“司机”。

SINGAPORE - As 2022 draws to a close, it will probably be best remembered as the year people in Singapore took their masks off. This came after more than two years of having to mask up every time they left home, unless they were exercising outdoors.

During the two years of being weighed down by Covid-19 restrictions, people also had to work or study at home, limit the number of visitors they could host and prove their vaccination status when entering shopping malls.

The masks were the most visible symbol of these curbs. Many were relieved when, in end-August, they were no longer required to wear them except while taking public transport or at healthcare facilities. The other measures were rolled back by October.

Life has largely reverted to normal, with people frequenting restaurants and theatres, travelling and returning in person to work and school.

Nevertheless, the pandemic has left its mark.

The coronavirus is still spreading in the country, and some who are infected still need intensive care, or even die from the disease.

Today, 82 per cent of residents have received the minimum vaccine protection as defined by the Ministry of Health – that is, either three doses of an mRNA or Novavax vaccine or four doses of a Sinovax vaccine.

People who had received their minimum protection less than five months ago, or who have taken one more booster shot, are part of the 65 per cent defined as being up to date with their Covid-19 vaccination.

Risk of death for people who are up to date with their vaccination is significantly lower than for people who do not even have the minimum protection.

For every 10,000 infections among people with no minimum protection, 70 either die or require treatment in the intensive care unit (ICU). Compared with the country’s population as a whole, this falls to just five deaths or ICU cases per 10,000 infections.

Unfortunately, even with maximum vaccine protection, some people, especially those who are older and also suffer from chronic medical conditions, can still die from getting Covid-19.

Hence, the need to continue wearing masks on public transport and in healthcare facilities, to protect people at risk of severe illness who may get infected. They are vulnerable on public transport because of the confined space, and in hospitals and other medical facilities because of the high proportion of sick people.

It will take some time to clear this backlog of cases. Hopefully, it will happen before the end of 2023 – unless Covid-19 rears its head again.

The pandemic is not yet over, with about half a million new cases and 1,000 to 2,000 deaths reported each day, globally.

Earlier in December, Health Minister Ong Ye Kung warned of a possible new wave as people mingle more for year-end celebrations and also as more people travel, including to countries where winter increases the risk of infection.

Singapore has seen several waves of Covid-19 surges, from the original wild type, to Delta and Omicron, including the XBB strain.

To date, more than 1,700 people have died from the coronavirus infection, and more than two million have been documented as having been infected. The real infection rate could be double that, say experts. There are people who have been infected more than once.

The Omicron variant now accounts for more than 98 per cent of all reported cases globally. But this is not as reassuring as it might sound. That is because Omicron infection is not homogenous. In fact, the World Health Organisation has listed five Omicron offshoots as “Omicron subvariants under monitoring”.

It has done this, it says on its website, “in light of the widespread transmission of the Omicron variant of concern across the globe and the subsequent expected increased viral diversity”.

This year alone, Singapore has seen three Omicron waves: the BA.2 wave peaked here in March, the BA.5 sparked a wave in June and July, and Singapore is just over the XBB wave which hit in October and November.

While the bivalent vaccines now given as boosters here also include an Omicron strain, they do not protect equally against all variants. Fortunately, the vaccines do provide a good, though not foolproof, shield against severe illness and death.

So while Singapore has essentially moved towards treating Covid-19 as endemic, it cannot let its guard down. It is still possible that the nation could see a variant against which the current vaccines are not very effective.

It is perhaps timely, as the year draws to a close, to recall the New Year message from Prime Minister Lee Hsien Loong at the start of 2022.

He said: “We have been grappling with Covid-19 for two years now. It has been a long and hard fight. We undertook drastic measures to protect lives and livelihoods. We closed our borders for the first time in our history. We drew heavily on our past reserves to support workers and businesses. We innovated and adapted quickly to new ways of living, working and learning.

“As a result, we kept our healthcare system resilient and prevented significant loss of lives. Government Budgets saved jobs and nursed the economy back to health. At every step of the way, Singaporeans mustered strength and resolve to support one another.

“Many went above and beyond the call of duty. Our front-line and healthcare workers especially have worked tirelessly round the clock. Businesses and everyday heroes, often in less visible places, have displayed courage and public spirit, and kept Singapore going and everyone safe.”

As we move into 2023, we should continue to do our best to ensure that the more vulnerable are not infected. We can do this by staying home when sick, and masking up where appropriate. Seniors, for example, can wear masks in crowded places.

Such behaviour is part of the culture in places like Japan. We, too, should adopt it and keep it even after the pandemic has passed.

SINGAPORE - A total of 152,000 people have registered their Lasting Power of Attorney (LPA) as at the end of June 2022.

This number is small and more people should apply for LPAs, said Minister for Social and Family Development Masagos Zulkifli on Wednesday.

He was responding to a supplementary question from Mr Seah Kian Peng (Marine Parade GRC) in Parliament.

An LPA is a legal document that allows a person who is at least 21 years old (known as a donor) to voluntarily appoint one or more persons (donee) to make decisions and act on the donor's behalf if he or she loses mental capacity.

There are two LPA forms.

Form 1 grants general powers to those acting on the mentally incapacitated person's behalf. To encourage more Singaporeans to apply for an LPA, the $75 application fee for LPA Form 1 has been waived since 2021, and the waiver will last till March 31, 2023.

Form 2 is for applicants who want to grant specific or customised powers to those who will make decisions for them and has to be drafted by a lawyer. The application fee for Form 2 is $200 for Singaporeans.

A record 34,125 LPAs were registered in 2021, the highest number in a year since registrations of LPAs came into effect in 2010.

Figures from the Office of the Public Guardian - a division of the Ministry of Social and Family Development - show that 24,488 LPAs were registered in 2019. In 2020, when the pandemic struck, 21,552 LPAs were registered.

Mr Masagos said: "We should encourage our friends and even ourselves to take up the LPA. Don't take it for granted until the last minute when you need to get someone to handle your legal affairs, your personal affairs, and that someone is not authorised to do so."

LPAs can soon be applied digitally on a new electronic system, the Office of the Public Guardian Online said, which will pre-fill information for applicants, explain legal terms simply, and include videos to guide them.

To get more seniors to sign an LPA and help them to do so, silver generation ambassadors - volunteers from the Agency for Integrated Care's outreach programme - will put them in touch with Citizen Connect Centres, found in community centres islandwide.

风浪即将到来前做好战略部署,一些危机不能硬碰硬,只能顺势化解危害,然后乘浪前行。

每到岁末佳节总要张罗各种聚会,召集朋友,约时间聚餐。今年终于可以恢复正常的圣诞聚餐、计划农历新年团拜,这些很有仪式感的工作,处理起来特别兴奋和感动。算一算,我们已经三年没有好好相聚了。

回想过去两年,为了抗疫减少接触,避免大规模传染,施行种种限制。前年农历新年每户家庭一天只能接待最多八名访客,每人尽可能每天最多只拜访两户人家。去年情况好一些,可以上餐馆了,但是堂食一桌不能超过五人。

从恐惧冠病,到习惯与冠病共存,新加坡走了一条自己的抗疫之路,间中有人嫌快,有人嫌慢。今年初的春到河畔活动,陪同一名部长参观时,一名老先生上前热情地向部长建议,新加坡应该向中国学习。当时中国全国每日感染人数只有数十到百多人,生活大致上恢复正常,而本地每天一两万人感染,来这里工作的人春节回不了家,都在埋怨新加坡“躺平式抗疫”。

经历过那段日子的人都知道,实际上新加坡忙着给全民接种疫苗、派发抗原自助检测仪等等,因为知道每一波疫情总有高峰,重要的是努力把峰值压低,以确保医院有足够的床位给重症患者,尽力守护生命。

最近阅读台湾《商业周刊》的专题“新加坡,世界越乱,它越强”,从外人眼中重新认识自己的国家,过去三年我们一方面在不断调整措施抗疫,另一方面不错失危机给我们的锻炼,加速数码转型、强化区块链应用与金融创新、网罗国际人才、吸引更多世界级的企业来设总部等等。

这个专题报道最吸引我的是一个图表:“50年5度大跃进!”,里面列出了从上世纪70年代起,世界秩序五次重组,新加坡都乘机更壮大。

70年代的中国文革和越战,新加坡推出10年发展计划,从劳力密集的产业转向高科技业,同时打造工业区和金融中心。

80年代全球经济衰退期间,推动改革,减税以吸引外资,推出了第二个10年计划,从亚洲四小龙之尾变之首。

1997年亚洲金融风暴,已经具备一定实力的新加坡通过协助东南亚各国,扩大区域影响力,是亚细安自由贸易区的推手之一。

2008年美国次贷危机掀起全球金融风暴,新加坡经济再次受到重挫。政府推出历来最大经济刺激计划,公务员减薪。一年后新加坡在世界经济论坛金融中心排名中,从第10名跃升到第四。

2020年新冠疫情以及香港国安法的制定,危机也催生出改变区域经济和金融格局的契机,新加坡积极吸引跨国企业来设总部,鼓励创新。因为政策稳定、规则透明,这三年来,除了中国富豪悄悄“润”来,东南亚富豪也因为担心货币贬值、欧洲富豪担心国家为了应付俄乌战争开支扩大而提高富人税,都寻找机会移民来新加坡。

不识庐山真面目,只缘身在此山中。发生在我们周围的事,我们习以为常反而看不清楚,看了《商业周刊》对我们的专题报道,想起2021财政年预算案的主题:携手同心,越战越勇。副总理兼经济政策统筹部长及时任财政部长王瑞杰在发表预算案声明时多次强调,在应对疫情同时,我国将继续大力推动可持续发展,“我们迅速采取行动满足当下需求时,绝不能停止思考未来”。

我们一起把“与冠病共存”的路走平、走宽,然而世界的危机也像病毒一样会“变种”,而且是多重危机同时存在,没有“躺平”的理由。

新加坡在可持续能源、粮食这些新机遇方面做了布局,在地缘政治冲突的另一个风口浪尖——半导体产业上,新加坡也在积极吸引国际大企业来设厂,同时吸引尖端人才。其中一位是《联合早报》两个多月前专访的、从台湾台积电回到新加坡科技研究局(A*STAR)出任科学工程研究理事会执行署长(创新与企业)的杨育佳。他已经在新加坡国立大学指导超过40名博士生,发挥鲸鱼带小鱼的作用。

一代传一代,新加坡人已有把外部危机转化成机遇的DNA,我们内部的潜在危机也需要进行转化。

前面提到这几年吸引来的高端人才和超级富豪,他们的数目和整个新加坡人口相比虽然不算多,但难免会加大收入差距和贫富之间的张力。缩小这个差距的工作,可能比压平疫情曲线困难。政府一再强调共同分担责任,有能力的人多负担一点,帮助较弱势者,比如按售价向更大的房子征收更高房地产税、印花税,这些都相等于“富人税”。

此外,一个星期后即将从7%调高到8%的消费税,也将是开销更大的富人缴付较多的税。政府再通过各种回扣、补贴和福利,把消费税转变成高度累进的整体财政体系的一部分。

如果新加坡在下一波的发展中,吸引外资和富人方面继续开源,无需在建立公平社会上节流;压低贫富差距的同时,让所有人的生活素质提升,实现共富的理想,那将是“乘浪前行”的更高境界。
