滋养暮年的现金流

  讨论退休规划时,一般人脑海中浮现的多是房产价值、股票资产、银行余额。然而,进入金色年华之后,财务管理最重要的关注点,是为明日打造稳定的现金流。

  一座价值不菲的房地产,如果无法产生每月可以流入口袋的现金,它再怎么价值连城,也不过是栖身之所,或者是终将留给后辈的遗产;一个股票投资组合,若仅在价值层面日进斗金,无法提供定期的分红,它和日常生活需求没半点关系。难道用一股股票,在小贩中心换碗肉骨茶不成?

  我们拥有的净资产总量,也就是我们的资产净值(Net Worth),能够决定我们所在的阶层,但现金流的强弱,才决定未来的日子能怎么过,过得好不好。

  对于普通的工薪阶层,退休后面临的将是一幅银行户头里失去定时定量固定薪水的图景,然而日常开支、医疗保险、休闲娱乐,每一笔都是真金白银的即时支出。若大部分财富都冻结在无法变现的资产中,很容易陷入坐拥金山银山却手头拮据的难堪,甚至还会因为一次意外的巨额开支,被迫在市场低谷时变卖核心资产。

  所以,退休前后的个人财务管理核心,是如何将一生累积的各类财富,高效安全地转为可预测、可计算且稳定的现金流。

  虽然公积金制度不算完美,但它的确提供一个极具参考价值的模式,可以引导我们将过去累积的资产现金化,缓解“房子大,现金少”的困境。

  很多人在寻求银行的投资理财服务时,都会将组合投资的回报放在第一位。回报一般分为两个部分,即资产增值和包括利息股息债息等等在内的收入。实际上,过了50岁关口的投资理财,更应该将实现稳定的现金流,作为投资管理的首要目标,将财富思维更多地从“增长”(growth)转为“收入”(income)。

  定期平衡和调整已有的投资组合,是另外一个积极主动的方式。当市场牛市时,直接出售表现超预期的资产类别,套现现金加入到现金池,从而系统性和定期性地将资本利得(capital gain)转为现金。

  投资的输赢最终仍取决于我们对财富的态度,最终,它还是须要回到一个对自我认识和对世界认识的根本,才能找到适合自己的方式追求财富。如果不懂晶片,就继续投资房地产;如果不懂比特币,就继续买银行股。我们必须承认自己对外在世界认知有限,才能清除噪音,避免在市场狂热时,过度追逐不明白也不属于自己的高风险。

  手头宽裕所体现的最高价值,在于实现对生活的把控能力——我的生活我做主。当我们进入黄金年华时,可以将时间浪费在一些外人看起来无聊的事物上,无须为下个月的生活费发愁,也无须因一次家庭维修或者一次旅行而向子女开口。这守护的不单是尊严,更是选择上的自如。

  2026年的新加坡即将进入超老龄化社会,明智的退休规划是一场从“积累”到“管理”的转型。这条滋养暮年的现金河流,不求汹涌澎湃,只求源远流长,它影响着我们在生命河流中下半段的从容,那是一种静赏晚霞的幸福和淡定。

本地最大的综合诊疗所——实龙岗综合诊疗所,是国立健保集团属下首家将口腔虚弱护理纳入年长病患健康管理的综合诊疗所。

综合诊疗所新的牙科设施设有六张牙科椅,为各年龄层的居民提供服务,并可根据社区需求的增长进一步扩充。

社会政策统筹部长兼卫生部长王乙康星期六(11月29日)为实龙岗综合诊疗所主持开幕。他致辞时说,护理团队将为年长患者进行口腔虚弱筛查,尤其关注那些口腔状况持续恶化,以及在咀嚼或吞咽方面出现困难的高风险者。

位于NEX购物中心旁的实龙岗综合诊疗所,共有七层楼,是我国第27家综合诊疗所,也是本地首个设有活跃乐龄护理中心 (Active Ageing Centre (Care) )的综合诊疗所。

王乙康指出,这区约有五分之一的居民年龄在65岁及以上,综合诊疗所因此也是一所专为本地不断增长的乐龄人口而设的综合诊疗所。

综合诊疗所附近也设有由国家肾脏基金会管理的洗肾中心,同时也将设有由家护基金(Home Nursing Foundation)—人民行动党社区基金会(PCF)Sparkle Care乐龄护理中心。

王乙康指出,这意味着年长者与家庭能够在同一个地点获得多项服务,包括医疗保健、康复治疗、社交活动与援助。这能让服务更加协调,有助把综合诊疗所的病患与活跃乐龄中心的运动、社交及心理健康活动相连接。

他说,随着新设施启用,到2030年当局可按计划落成32所综合诊疗所,进一步强化基层医疗护理。

目前综合诊疗所每年为超过700万人次看诊,为缩短等候时间和善用人手和资源,诊疗所采用预约制。

王乙康说:“有民众反馈说,不熟悉网上预约系统的患者将处于劣势。我在这里向大家保证,综合诊疗所也接受现场挂号。若预约名额已满才到场的患者,特别是婴幼儿和老年人,将接受分诊评估,如有紧急需求,会尽快满足他们的医疗需求。”
