Coffeeshops and hawker centres in our heartlands provide Singaporeans with affordable and accessible food options. To achieve this, we provide a wide range of options in our HDB estates, to inject competition and choice in the F&B space. Before 1998, HDB sold coffeeshops to private operators. But from 1998 onwards, HDB stopped doing so. Instead, new coffeeshops were rented out to operators to run.
Today, we have about 400 sold coffeeshops and 370 rented coffeeshops in our HDB estates across Singapore. We will add more. 34 coffeeshops were completed in the past four years, and another 30 will be built by 2025. Aside from coffeeshops, there are also over a hundred hawker centres in Singapore, and NEA is building more. Four new hawker centres will start operating this year, with another seven in the works.
In addition, HDB introduced measures to help ensure affordability of food in rented coffeeshops. For instance, in 2018, HDB introduced Price-Quality tenders, which look at whether operators have budget meals, good track record and community initiatives. Operators who successfully tender for HDB coffeeshops typically provide budget food options at every stall, priced at around $3. Coffeeshop rentals under Price-Quality tenders are also lower and more sustainable than under pure price-bidding tenders. HDB also works closely with social enterprises such as NTUC FoodFare and Kopitiam to provide affordable budget meal options at these coffeeshops.
The two coffeeshops at Tampines and Yishun, which were in the news recently because of their multi-million dollar transaction prices, are among the coffeeshops that had been sold prior to 1998. But they are located within neighbourhood centres with competitors within a 400m radius. In the case of Tampines, there are 4 other coffeeshops nearby. For Yishun, there are 6 other coffeeshops nearby. Similarly, residents living near the coffeeshop in Bukit Batok that was sold for $31 million in 2015 now have the choice of 6 other coffeeshops within the vicinity.
Recent media coverage with price comparisons also showed that higher transaction prices for coffeeshops did not translate into price hikes by stallholders, due to healthy competition within the vicinity.
Ultimately, consumers should have the choice to go elsewhere and seek out more affordable options if the prices at any one coffeeshop are too high. The same applies to stallholders as well – if rents set by coffeeshop owners are too high, stallholders have the option of moving to other eating establishments, which could result in vacant stalls and holding costs for the owners.
HDB monitors the HDB coffeeshops resale market, as well as the prices of food sold in both privately-owned and rental coffeeshops. There have been many suggestions from the public such as buying back coffeeshops, imposing tighter controls on the rental or food prices in these privately-owned shops, and so on. We will review our policies to address affordability concerns where necessary.

最近媒体做价格比较的报道时指出,在高价转售的咖啡店营业的摊主,因为营业区内保持健康的竞争,并没有把高昂的交易成本转嫁给消费者。
总而言之,如果一间咖啡店的食品价格太高,消费者可以选择去别处寻找价格更实惠的熟食。同样的,如果租金太高,摊主也可以选择搬去别处营业。这样一来,业主将必须承受空余的摊位和费用。
建屋局时刻关注邻里咖啡店的转售市场,包括在私人和出租咖啡店售卖的熟食价格。公众提出许多建议,如收购咖啡店、严格管制私人咖啡店的租金和食物价格等。我们会继续关注日常生活费的课题,并会在有必要时调整政策。
